Social Security for All (Nepali Version) द्विपक्षीय बहसको सुरु भएको झण्डै १० वर्षपछि नेपाली श्रमको संसारमा सामाजिक सुरक्षा प्रणाली लागू हुने प्रवल सम्भावना बढेको छ । तर यसका सन्दर्भमा रहेका द्विविधा र भ्रमहरु आवश्यक मात्रामा स्पष्ट हुन अझै बाँकी देखिन्छ । श्रम क्षेत्रका तीन पक्षहरु– श्रमिक, उद्यमी/इलमी र राज्यको बुझाइमा पनि अझै एकरूपता आएको छैन । उद्यमी/इलमीहरुको ठूलो हिस्साले ‘सामाजिक सुरक्षा’लाई श्रमिक कटौती गर्ने अस्त्रमात्र ठानेको छ । राज्यको दृष्टिमा सामाजिक सुरक्षा भनेको उठाइएको करबाट ‘दया–मायामा वितरण गर्ने आर्थिक सहायता’ जस्तो ठानिएको देखिन्छ । श्रमिकहरुमा पनि काम छोड्दा वा कामबाट हटाइँदा पाइने ‘आफ्नो नाममा जम्मा भएको एकमुष्ट र कम’ हो कि भन्ने बुझाइ र हे को पाइन्छ । नेपाल सरकारले श्रमिकका पारिश्रमिकमाथि १ प्रतिशत सामाजिक सुरक्षा कर लगाइसके पछि श्रम तथा यातायात व्यवस्था मन्त्रालयको संयो जनमा सामाजिक सुरक्षाको षलाई सञ्चालन तथा व्यवस्थापनको काम सुरु भएको छ । यस्तो अवस्थामा स्वयं ‘स्टेक होल्डर’हरुमा भ्रम र द्विविधा जारी रह्यो भने नयाँ प्रणालीले कसरी सार्थक निष्कर्ष पाउला भन्ने समस्यालाई स्पष्ट पार्न जरुरी छ ।

Binod Shrestha | A Life Dedicated to Workers, Social Justice & Nation Building
This special feature presents the inspiring political journey of Binod Shrestha — a mature and trusted leader shaped by discipline, labour struggle, and organizational commitment.
Born on May 14, 1964, in Thankot, Kathmandu, Binod Shrestha rose from being an ordinary electrician to becoming a nationally and internationally recognized trade union leader. His political life is not driven by position or prestige, but by a deep responsibility for social transformation.
From leading labour struggles in the early 1980s, facing imprisonment during the movement, contributing actively to the 1990 People’s Movement, and playing a role in the Constitution-making process of 2015 — to serving as President of the General Federation of Nepalese Trade Unions (GEFONT), his journey reflects dedication to:
✔ Workers’ rights
✔ Contribution-based social security
✔ Social justice
✔ People-centered democracy
✔ Decent employment
✔ Disaster response & humanitarian service
He has consistently stood with workers — whether in labour movements, disaster rescue operations, earthquake relief, or during the COVID-19 pandemic.
For Binod Shrestha, politics is not about power — it is about transformation.
